Facebook lead gen ad for local business

Hi guys, I am running a campaign for local business company in LA, they have clients database. I am wondering is there a way to use this database to improve my audience. Please let me know. Thanks.

Will it be custom audience just for those emails that are in the list or I can make it bigger. I ve read about lookalike audience but I don't understand how to narrow it down to LA because it offers only USA when I am setting up lookalike audience.

like @Poople said start with uploading your datas and build a CA from it. It take some time till all datas are popualated, but you can usually advertise with the Audience straight away and it's also recommended. Based on this CA you can generate a LLA. You can choose the country were the algo should find the Lookalike's, so in your case you should obviously choose United States.
