Facebook keeps the money, should I continue using that ad account?

I think you should change to other accounts, having money held over all thresholds I think is not a reason worth keeping that account.

Instead of paying at the threshold, Facebook now collects money first and then your campaign is active. IN THE MEANWHILE, IF YOUR ACCOUNT IS DEACTIVATED, FACEBOOK WILL REFUND YOU.
 
Keep money is one of the features of Facebook, you can rest assured that after about 7 days or more they will refund your money.
 
maybe the account will be refunded. but not sure when and it will be less than the amount that was withheld

Facebook will return the withheld money to your bank within 7-15 days, note: there are some banks that will not pay you.
 
If your money is not held for suspected fraud or policy violations and is due to a Facebook system error, you can still get your money back normally and appeal to continue using your account.
 
Funds before the threshold are risky—slow to refund or gone if disabled. you just rotate to a fresh account

After a while Facebook will return it, don't worry. Please continue using your account.
 
If your account is in a billing hold because you haven't reached the next payment threshold, you can still create and schedule ads (if there's no policy or payment issue).
If your ad account was charged but the ads didn’t run (due to rejection, error, or technical issue), you may be eligible for a refund.
 
If the cost of buying a new account is high, continue using it.
 
Normally, even if your account is held for payment when it reaches a threshold, whether small or large, you can still use the account normally, unless your account is banned, then you cannot continue to use it.
