To steer the group in the right direction, you can screen group members using selective questions or block members who you feel are not on the right track for the group.
If you are targeting members of a country then there is only one way to do it manually which is to invite specific friends in that country and filter people into the group by asking What country are you from if the answer is within the range then agree to let that person join the group

You can not filter peoples by country for your group but you can ask some questions before they join and limit some users in this way.

You can filter members by browsing questions, blocking unwanted keywords. You can delete or block members who are not your target to keep your group on the track you want.

Facebook doesn't allow that. You can invite Facebook accounts from the US, post or group names that are intended for Americans, sometimes filter members or turn on member approval to achieve your wishes.
