No , you cant do it, curacao only works for countries with out legislation, facebook or google will request you the local country license with of gambling company, so you are not going to be able to run ads, unless you do black methods.
 
Once you have your license, your chances of success in appeals are very high, bro.

You have two paths:
1. Appeal and hope that moderators will deign to understand your situation and unblock you (as a rule it takes 4-7 days to communicate with moderation, in the future with 90% probability they will not like something and will not unblock you).
2. Run ads without a license using methods of bypassing Meta moderation bans when running ads. This is an effective method that has a small number of people, but which brings a lot of money to those people who know how to work with it

Yeah, you're right! But you don't always have to follow the rules of the platforms. Facebook itself allows you to use its vulnerabilities and run ads to bypass Meta's bans
