Facebook have stated clearly that even when you have a license, you will have to apply for permission to run Gambling Ads on Facebook first. You can complain if you have already done it & have permission before your ad account is restricted but as I can see here that you didn't do it, so the chance of getting your ad account reinstated is still low.
 
- Your Curacao license must state that you have permission to operate in Asia.
- Your Ads must not target locations outside of your license.
- You must apply for permission to advertise Gambling and Online Gaming on Facebook with your license.

The FB Team that has the ability to give you permission and the one that reviews your appeal are not even on the same department. You still can appeal with your license but I doubt that it has any effect at all.
