i try to open new account with new ip and new phone number in during the process of opening account the lead me to this step to upload my photo even i didn't finish creating my account yet
what i'm supposed to do ?

Use the "FB mobile app" while creating a new FB account and also use your "3G/4G mobile data plan" and not your WiFi, while creating new accounts.

PS: If your previous account was already used on your mobile phone, then uninstall the "FB app+Messanger app" and reinstall them again and then continue with the steps to create a new account.

Hey there, what if someone is only limited to Wifi and doesn't' have a phone/mobile?

you need a new phone number with clean wifi like your private wifi at your home, don't use public ip

You can use proxies if they are clean. VPN is usually too dirty to use. Facebook will block accounts created through VPN very quickly
