If your ad account is disabled and funds are withheld, you must file a claim directly with Meta via the Ads Help Center or the “Contact Support” section in Ads Manager. Meta is the only authority authorized to review refunds when an account is wrongfully disabled. There is no other way than to submit a refund review request with proof of payment and a valid reason.
