you need good history of spending
so you need to buy a fb ads account with history or create one
 
Can only register when you have a lot of spent BM, I think
 
You need to have a solid payment history for some months or even years before thinking about it. Or spend a good chunk of money buying one of those accounts with it enabled

FB will give credit to reputable businesses, currently very few businesses are given this credit by FB

For a full term, high credit score, a good payment history and a fully verified BM account and you have a good spending history of at least 2 to 3 years usually used for businesses and large spending
