Clean private IP, one for each your account, even static IPv4 proxies should be enough, proxy-sale for example or any other seller on Proxies for Sales thread.
Also don't forget about fingerprint browsers, they are also really important for your accounts safety

you can use mobile emulators to login these FB accounts. using static IPs will also make accounts more secure. however, IPs with 2 or more accounts banned from FB should be removed
 
Use a proxy.

Maintain a consistent connection profile (same proxy, same browser fingerprint per account).

Don't use same fingerprint on real vs. disposable accounts.

Don't cross the streams....
 
To be fair, with platforms such as Facebook and Instagram, account creation will continue to be a hassle.
From my experience, the first thing is making sure that every detail is looked upon, for instance:

1. Buying a whitelist proxy
2. Making sure that your true IP isn't leaked
3. Making sure your the timezones match
4. Creating a quality domain email
5. Confirming with a real phone number
6. Warming up the account, meaning not taking too many actions on the account right away
7. Slowly working your way up your desired budget

These are some of the steps I think that could make the difference.

I think the most important thing when you warm up the account is to act like a real person by hanging the account for 1-3h and only having moderate interaction remember to act like a human
 
I think a proxy will help you solve your problem. A friend of mine has 40 different Facebook account at the same time and uses them on her laptop but don't get banned
 
I think you should use a new proxy and warm up your account before using it

What is a good account structure? Which browser do you think is the best for anti-fingerprint and which 4G mobile proxy provider do you prefer?

It depends on your strategy and operation. There are no one for all. Different result require different method.
But for the basics
Account structure
You can check out mother child structure for your ads campaign, when your ads campaign is ban, you will still have the pixels for retargeting.
Anti fingerprint browser
i used both adspower and multilogin. Adspower is the better option for smaller scale.
4G mobile proxy
I build my own 4g mobile proxy network. I have automation running on those accounts which require more data. Im couldnt comment on proxy provider, because i have not tried enough to have a feedback.

It is necessary to check whether the proxy is in the black list of prohibited, and also use different ip addresses for different accounts or FB will block them all

Very interesting question actually, I have been digging deep into this for the past year and a half.
But still to say exactly how and what FB checkpoints are is difficult to say, the best thing to always keep in mind is that FB doesn't like changes.
If your IP, Cookies, Fingerprint, other behaviour changes it will trigger FB and potentially lock you out.
