I'm a Facebook developer and I get approved Facebook apps with publish_actions permission every day.

or he could go for donor account 97$ a year, no sales thread allowed
post count doesnt matter, but can have a link in his sig to his product
 
Or you can purchase Marketplace Seller Subscription in 499$/year .
