I am having a problem with CPM too high GEO US. About $ 40. The US market competes so high CPM prices?
 
High-cost is the matter of time if you don't change your creatives frequently. Everyone, literally everyone needs to change their content in order to make a good ads. I have 2 types of clients: One, testing new one everyday and optimize the effective one. The second one do the exact opposite. The second type always don't last long. I hope that everyone could do their job with an open-mind
 
You can change your campaign regularly and occasionally you can do promotions or giveaways to attract more customers. The high frequency can be partly due to your content.
 
If your audience is too small, Facebook will show your ad to the same users more often.
 
It is possible that sudden budget changes can reduce the effectiveness of advertising. AI has to relearn the customer file, the ad reaches the old file again and is ineffective.

Your ads are showing too many times to the same people. Maybe you should change your ad or find new people. I think lowering the budget can help you.
 
Refresh your product content when you promote your content or it will attract more people to reach.
