facebook ads daily limit and threshold accounts

One of my friends and I created ads on our Facebook accounts few days ago. His account is daily limit account but my account is a threshold account. Facebook bills me frequently. Both of our accounts are phone verified and I don't see a difference. How does Facebook decide an ads account is daily limit or threshold account?

He was prolly not running ads before or only with small budgets.
Raise your budget and the status will change over time...

I think it also has to do with account age before you start ads on the facebook account.
