I do not know if totally understand our question.
What I can tell you based on what I understand is that the best way to create new Facebook ads accounts is with a real facebook profile.
These profile must have some important thing, also the structure of the account need to respect several things:
1- The account is used in the same device & navigator (cookies with history) as has been used before.
2- Aged accounts work better +1-2 years of cookies.
3- Use same country of IP-Facebok profile- Payment method.
4-If you use card, VISA run better than Master. (but both works).
5- Farm your fan page before running any ad. My advice is create the fan page and farm it for 3-5 days. After it do a white hat ad as a like buyment for 1-2 days. After that the acc is ready for post boost or website clics.
6- Never raise the daily budget to aggressive. Go step by step. My personal advice is double your budget each day, but different ways may work also. It depends a lot on the strenght of the personal profile.

Really good information but I don't understand The second 1-2 years of cookies. So if I run my old Facebook in a new computer and start doing ads. There is any problem in cookies for that account
Also my English is so bad. In point 5 what you mean about farm your fan page after running any ad. I used Google translation. You are meaning about word farm. close right

How to make ads account?
Use Phone verification in creating account for Facebook. Use it like your real account, chat-join group, like page, post , share like anything for 1 month.
You can also make new ads account in business manager, you had 2 free ads account there.
How old fb account?
It depends on your activity, if your account had so much activity daily, you can use new account in ads for just 2 weeks.
