You need to add more specific targeting, otherwise they grab people who click and don't necessarily buy. They'll save the buyers inventory for the conversion campaigns that are more expensive. With how the pixel works they know who has buying behavior and who doesn't, so if you're not paying for buyers on conversion campaigns they have no intention on delivering it, and will only deliver cheap traffic to make a buck.
