The learning phase may seem a bit confusing initially. It is not usual for Facebook to take such a long time to post an ad however if it gets approved, the ad is live. In the learning phase, what Facebook is doing is gatthering information and the audience. It may take some days but if it remains in this state for a while u may consider examining the budget, audience size, and optiimization event.
Why does it take 37 days? Is this some kind of rule on Facebook?

if you want to get out of this "learning" phase quickly, you only have two options: first, bump up the daily budget to drive more conversions, or second, switch the optimization event to a upper funnel step (for example, instead of optimizing for "purchase," switch to "add to cart") to feed the pixel enough data for machine learning
This is the machine learning phase of Facebook, my friend. It needs time to collect customer behavior data, so a 7-day period is acceptable. Usually, it doesn't take that long; it's usually done within about 24 hours after the ad starts running.
Facebook needs a minimum of 50 results; if you have a small budget, the machine learning process may take a very long time before Facebook collects enough results.
