what do you mean by page is limited? please can you be more specific? Do you mean my FB page is not good?
for the account, I am using an FB ads agency account
 
Please check if your fanpage or fb profile is restricted, and pay attention to your fanpage because fanpages are often hidden.
 
Either the budget is low or you have not targeted enough people, that is good enough for ads to be served
