I hope your issue is solved , if not try to do all manual verification in the BM , like email verification and setting up 2fa , This will help and try to do a manual payment for couple of times to build trust and then you have a chance to increase the spendlimit in the ads manager.

easy,.. connect your account with old page. create a post and leave it for 2-3 days. after that boost that post.
