Hello members, I have an expired domains with a lot of high quality backlinks. But its spam score is high near about 61% according to moz. So I want to know that should I use it to create a PBN or sell it. Because I don't know much about PBN's.

If the spam score was high you can't sell backlinks from that site. Better you can sell it

Buy it and do new content, it will be good. Spam Score and DA will go down. But as long as you adding good content and doing proper backlinks, your site can be used as PBN.
