Will an expired domain lose all its value (TF, CF, DA, PA) if I set up a new website in the same niche? And what if I set up it on a related niche?

Nope. It would be best to rebuild or redirect pages with old links to similar content on the rebuilt site. You should be able to find images of the old website on archive.org.
