Yeah, windows phone 7 is an emerging platform and the app store is pretty empty at the moment compared to iphone and android so there is good opportunity for money to be made on it!

There is also MonoTouch which looks pretty cool, but I'd imagine it's quite limited.

*edit* + you'd have to buy a mac to use it too, gah.

Do what excites you the most. If you really want to learn how to create your own WP plugins, go with PHP! I think they made some pretty good design decision, when making WP. And when you first get a hang of it, it's very nice to work with!
