Is there a safe number of links I can build per day to rank naturally?

It depends on your site's existing link profile. For new sites, be very conservative. For established sites you can increase the amount. How much or how many is an art, there is no number. Good SEO's are able to build it up without getting penalized.

As posted above, there are no magic numbers, you need to experiment and learn which works for your site. Start reading about building quality links and work accordingly.

You can build as much as you want. Just make sure they from relevant websites.

This answer pretty much sums it up.

I am asking about New website. Can you tell me certain number of links to build?

There is nothing like accurate number of backlinks needed for ranking a website in search engines. But yes there is need of high quality backlinks. The higher quality of backlinks are, the higher rankings a website have. Whenever you generate backlinks, try to get links from high authoritative websites.

it's depending on your domain age. what gets older you would be able to build more.

If its a new domain then start with 10 to 20 links per month

If they're legitimate links (guest posts, editorials), then build as many as you possibly can. If you're doing shit diversity packs, web 2.0s, and PBNs, then it depends on the age and link foundation your site has. Go slow and increase velocity. When starting a new site, I usually buy @The SEO $70 diversity pack on 60 day drip and @BuildMoreLinks branded service. After 45 days, I'll build some web2.0s to homepage and inner pages. After 90 days from site launch, I'll then start to add PBNs. 150 days after site launch, I do guest posts. I wait 150 days for guest posts in order to see how Google is reacting to my site. If the site doesn't rank at all, then it's probably not worth it for me to continue working on the site. Guest posts aren't cheap.
