Well, when you load a tinyurl (Example) url, it has to connect to a database (I'm guessing it's using MYSQL anyway), then find out what page it needs to redirect it self to, it wouldn't be hard, or use a lot of resources to log a IP, when they add a new URL, something that most URL shortners probably do anything, then just to check if the IPS match and if a "if" statement / whatever which would redirect them, there are too many URL shortners, although if tinyurl are doing this, they are making a fuck-load of money from it, great idea though.

Make sure you use bullet-proof hosting or else your host will take your site down after a couple months once spam complaints come pouring in.

when you think about it, why would anyone create a URL shortening service in the first place. Always use your own redirects people...

For money....
Not everyone knows how to do a redirect or has the money for a 2-letter domain name for super short links.
If your shortening service gets popular you can get a very high pagerank and alexa rank then you can sell backlinks and whatever.
