TLDR; Google and other large platforms will be forced into describing in part why a business/product/service ranks or doesn't rank due to its algo. It doesn't go as far as giving you a precise mathemtical breakdown of how their algo works, but will give you some description of the main contributing factors. There's a lot of legal and referential stuff in their guidelines and I haven't read it all, but that seems to be the gist.
Could be exciting times for new ways to rank.
