Error: Cannot pay, add card, or top up

I am getting an error that I cannot pay even though the card always has money. I also cannot add new methods or do anything else. Does anyone have a solution?

Due to a technical error from FB, you need to wait at least 48 hours before you can pay again. This error is no longer present. It seems FB has fixed it.
 
This error cannot be fixed at the moment. Old advertising accounts often encounter this error. The recovery rate is only 50%. You should prepare a backup account.

Yeah, I’ve seen this a lot. It usually pops up when Meta flags billing as risky or wants extra verification. Once you verify and keep spending stable, it normally goes away.

This is a frustrating issue! Often it’s related to a mismatch between your billing information and Facebook's records, or sometimes a flag on the account; try verifying all details (address, name) precisely match what's on file with your bank and contacting Facebook Ads Support directly for assistance. Occasionally, there can be temporary payment processor glitches as well.
 
I've seen this happen even with valid cards. It's usually triggered by a failed payment transaction or an internal payment review process. When this happens, you typically can't add a new card until the system resets. Waiting a bit and submitting a payment review request will usually resolve the issue.
 
You can pay off a portion of your balance, not the entire amount, or add a new payment method.
 
Such accounts are usually experiencing spam errors; you can only try again after 24-72 hours, or possibly several weeks, to fix it.
 
Your account has been flagged as risky. You should use a different bank account or add a payment method through another account that has not been flagged as risky.
 
I've encountered a situation where a business account had payment restrictions, and despite trying many different methods, I couldn't make payments or add new cards. You should try using a different business account.
