hello, i bought emails to open instagram accounts(mail.ru) and it wont let me open why is that?

They are flagged by IG might be.Try with other provider like gmail ,yahoo.
 
Try using emails like yandex, yahoo, or gmail like ericcmet pointed out.

Mail.ru emails are widely used by social providers. This is a red flag for Instagram, Gmail and yahoo emails are better flat out especially if your IP address is coming from North America, and the email provider’s entire website is in Russian.

how much does one yahoo or gmail cost?
 
Mail.ru may be simply not allowed to use there. You'd better create more popular american or European e-mails. They are free and there won't be any problems with them.
