Mail.ru emails are widely used by social providers. This is a red flag for Instagram, Gmail and yahoo emails are better flat out especially if your IP address is coming from North America, and the email provider’s entire website is in Russian.

Mail.ru may be simply not allowed to use there. You'd better create more popular american or European e-mails. They are free and there won't be any problems with them.
