Edu Backlinks Newbie Question

Hi, so isaw a lot of paid services for edu backlinks, and i have a question about it.
I know that a lot of edu sites doesnt allow the ******** backlinks, but let's admit that you find a good edu wesbite that allows comments and they are enbaling the ******** backlinks and then you comment on their website with a link of your website, it does count like a +1 backlink for your website ?
I'm really newbie into this seo stuffs :s

If it's a ******** link it should have some value. Although I think that links within the post/article is better, it's not always easy to get that. Maybe those services you're talking about are selling guest posting backlinks on EDU sites?
