.EDU and .GOV Link Juice?

I've been analysing all the sites in my niche and I found this 1 niche site which stood out to me. So this website has 14 .EDU and 1 .GOV links linking to them. These are do-follow, made by discussions and so on. The question is all the .edu and .gov sites are not in the niche, will he get extra link juice or will he get penalized? And should I try doing discussions and profiles to get do-follows from .edu sites? Will it increase rankings or not for a new site?

How competitive is the niche?
What is the rest of the sites backlink profile like?
Try to get links from quality sites and personally I wouldn't be too concerned with acquiring .Edu and .Gov links unless they are coming from sites like Harvard or The White House.

edu and gov links got downgrader a couple of updates ago, meaning they don't count as much as they used due to heavy spamming and trying to game them. This being said, if they are high quality they still matter, no matter how relevant or not they are ( just my 2c)

edu and gov links are the same as any link, if it has no links juice you get no link juice.

It all boils down to a link quality. If it's editorial link, it's much more powerful than usual (not .gov/edu) editorial link. But if it's a comment spam, i'd say it's even worse than usual (not .gov/edu) comment spam.
