It may be dishonest... but iv found a few jewels out there that not many people know about.
Go to odesk or elance (or any freelance site) and create a job posting saying you are looking for a person to do offsite SEO. Make the job listing look legit.
The kicker here is to ask for a recent sample weekly report. Say exactly what you are looking for in the weekly status... site address and anchor text.
I did this about a week ago and got 30 applications and about 20 of them followed directions and sent spreadsheets with a list of sites that they use for backlinks.
Some of them were stupid enough to also include username\passwords to their accounts.
Its pretty much stealing somebody elses hard work.. but oh well.
