Anyone with domain farms is very well aware of the duplicate penalty. Those that think it's a myth need to get in the game. Build 10 drop shipping websites using the same supplier feed and try to get all of them indexed, ranked and competing against each other on Google. It'll never happen if you play by the WH rules.
Here is some advice if you're going to clone sites.
1.) Don't use the same WMT for all your sites. You're giving Google the roadmap - STOP.
2.) Same with Google Analytics. Use something else for traffic reports if you need them. Plenty of discussion that Google uses your stat numbers AGAINST you. You're telling them all your traffic information - STOP.
3.) Use domain privacy on all registrations. This is more for the human complainers and whiners that love to spend their day investigating and reporting.
4.) BLOCK scrapers like domaintools, aboutus, thefind, prontotools, dotorgdotcom and others that scrape data for the sole purpose of promoting their own sites or selling your data. Your content is YOURS, don't let these SOBs steal it. The little traffic you get from those sites will not cover the loss you get from them duplicating your content all over the frickin web. Domaintools and dotorgdotcom actually syndicates your content to subscribers. Many reports of people hitting up webmasters because their content is on other websites without permission and the webmasters say to complain to Domaintools because they purchase the feeds from them.
Since the duplicate content issue you need to protect your data or you'll struggle forever trying to get and sustain a good ranking. Google's bot can find your data, compare it to a better ranking site (age, backlinks, reputation, etc) and drop your indexed pages like a rock. I've personally seen it MANY times.
If you think duplicate content only refers to duplicate content on the same domain, you're sadly mistaken. Let enough of the scraper bots steal all your content and sell it to the highest bidder and soon enough you'll be buried in the SERPS and looking for new content or a large bankroll to steal back your content.
