I see. All you needed was a push. I will say to be positive and try it. It is possible to a certain degree. Not trying it is the only certain way that it will be impossible.
I need to responsibly say that it was my case but others may experience differently based on different things like for example, their location.
I have done it without "spending money", that is, obviously, other than web hosting and an annual domain fee, PP fees, and ATM withdrawal fees. All petty cash because my host allows monthly payments (about $14 a month) and the domain is about $20 a year. But I say "with $0" because the sales are covering it.
As for PP, since I am based in the USA (well, a USA territory or "protectorate"), payments are instant. Also, my providers either take PP for ordering or I use a debit card to which I can instantly transfer funds from PP (at a fee of around 1.5%).
So summarizing, if "with $0" means not taking into account hosting, domain, resources that you could not get hold of without paying like plugins and programming, fees from banks, and fees from PP or whatever is your payment processor, then yes, it is "with $0". Otherwise, it is not.
This is a "best-case scenario" thing. And as such, many will experience otherwise.
