I guess I would be yes. The website I want to copy is an ecommerce store of a website I want to copy & rank for.

You can only make a html copy of website. Because you have no access to database of the website.
But you can use some cloning scripts like site-copy. They can make clone with some changes, css, small new design, etc.

you can't directly download/copy a competitor, you can have a web designer recreate it though.

Cloning is not difficult at all, but it difficult to make changes. You need to know some html, css
