The gpl cellar plugin can be used on any 1 site at a time, unless you purchase the Agency plan that allows you to use it on up to 1,000 websites. You can of course deactivate the plugin, install on another WordPress site of yours and reactive.
Yes, most items in the catalog will still work 100% even though they ask for a key. It's really up to the plugin/theme developer how strict they are to enforce it.

The General Public License (GPL) world is full of players. The key is to not just look at the number of plugins and themes available but rather what premium plugins it has. GPL Cellar has over 1.5K plugins including almost 1K themes. This is pretty incredible. I put in a few search terms for some high volume categories, ie, security, SEO, forms ... I was able to find everything I was looking for except for a few. However, there were enough substitutes that I felt comfortable finding everything that I needed.
Quality: A-
I love that this is a plugin. It makes uploading and activating super easy. Literally you click a single button and it is done. Further, updating is just as easy. Because the interface is in your Admin WP site, everything easily interfaces instantaneously. This is a great feature. I don't think I will go back to websites and downloads. The only reason why I gave it an A- instead of an A is that there are no categories. So, you really need to know what you want. Otherwise, it is just a massive alphabetical list of plugins. So, maybe on an update, it would be good to create subcategories for all the plugins.

Thank you for the review. Adding categories to each of the items is something I would like to add at some point in the future. This could be a great feature to have to search. I will see what I can do.

Tried and tested on 2 different sites.
First of all, thank you for providing a review copy, The plugin is easy to use and has most of the features. I would definitely suggest some sort of filtering or grouping rather than just having all those pages of plugins. There are allot of plugins so its actually needed.
The seller gives a great customer support, its not like you ask a question and he answers, He suggests and guides. Thats a good thing from his part.
Many higher end plugins ask for the specific key of their own to activate the license to use them to full extent. Some of them do work to their full extent but many wont.
The plugin not just allows you to install all the themes and plugins but also lets you download them...
Will definitely suggest this to newbie's of wordpress who wants to try things..

Other services allow you to purchase a single plugin or theme which is great if you just need that one item. What I am offering is different because it is a WordPress plugin you install and then you use the plugin to browse, install, update, and download any items you want from inside your own WordPress dashboard. My plugin is also free to use and has dozens of free themes/plugins you can use like Elementor and WordFence. Folks want review copies, but they don't realize they already have one just by downloading and installing this plugin. People are crazy not to give this a try!

GPL items are best source to build the website if you don't have much to invest at start, you can later purchase the licenses from the respective sellers once you gained an investment.
The plugin idea for offering GPL items was great as we can install premium themes and plugins from our dashboard itself just like we install the free wordpress items. The plugin has seperate tabs for both plugins and themes, and list all the items in alphabetical order. If you are looking for a specific item, you can just enter their name in GPL cellar searchbox in your dashboard and install it right away (You can also have an option to download the items). Their is an option to request updated in one click if the latest version was not up to date.
The database is exciting, GPL cellar have almost all popular and essential premium items. I would suggest you to go for it as it will save you bunch of cash and time.

I got to review the plugin and it might just be one of the most useful plugins when you don't have shitload of money to spend on all kinds of plugins. Especially, if you want to try out plugins before buying them first. It doesn't come with the license keys but you can get first hand experience with the theme/plugin without worrying about them having backdoors in them.
As far as I've checked it doesn't have any breaking bugs. The activation is simple and got it working with the help of the dev. The theme's file was causing some issues which prevented the list from being loaded. The downloads are straight forward and you can install them directly from the dashboard which will save you a lot of time.
Benefits:
-Most well-known themes are available (i found 22 out of 30 themeforest 2020's best selling wordpress themes)
-most well-known plugins (like Elementor Pro, ACF Pro)
-Easy to use dashboard with search and filters
-Download to your local machine or install directly (except some themes which have multiple packages)
If you have a webdev business working with wordpress, you can show all kinds of demo to your clients with the best themes and plugins. You can then include the plugin/theme prices to purchase genuine licenses. make profits in progress.
I have some suggestions though:
-a filter for plugins and themes that require additional license verification. to separate plugin/themes that have features important features hidden behind license verification
-theme/plugin demo/purchase page (preferably with anonymized referrer)
and the lifetime deal is very very enticing
