Namecheap is just making sure that only the rightful owner of the account can access it. Since you can no longer access your email and hence you can't get the verification code, Namecheap is no longer sure that you are the real owner of that account. So of course they need additional proof.I did not do anything. Domains are completely problem free. They requested documents to open my account, I sent the documents and it was opened. Afterwards, I said that I cannot get the verification code because my e-mail address was stolen, and they locked my account again, they want the same documents again, I send them, they cannot be reached in any way.
