Domain with High TF and Live Wikipedia Backlinks

I came across an expired domain name which was previously owned by a musician. The domain is his name (firstnamelastname.com)

The domain has TF 19 & CF 14. Also, the domain has live links from Wikipedia (from the page of the musician.)

My question is, should I use it as a PBN? Or should I sell it to someone in music niche? If I'm selling it, what should be the right price?

Also, would I run into any legal situation if I'm trying to sell someone else's domain?
