That kind of price is quite normal. I think Namecheap has like..$11 or $12 for .com

you should stay away from unknown registrars and some shady ones like 1and1 and others.

DomainMonster has this kind of renew fee i.e. $ 14, Today i moved one of my domain to Name.com it costed me $9 with free whois.

Sure you can. Most places offer the first year cheap and then on avg will be somewhere between 12 to 15 bucks for the domain renewal.

That is correct. Like Namecheap who charge extra for Whois Protection for renewal but Namesilo & InternetBS offer that for free when you renew.

Sure. If you are already with a different registrar, you can just transfer your domain to namesilo. Or just buy a new one if you wish :)
