does IP matter while purchasing a domain and hosting to rank in a particular country.

Make sure DNS server you put it on is not flagged by the giant search engine Google.

Of course it matter if you get into bad neighborhood. Imagine being a neighbor of someone who is hosting PBN in the same IP block. Any mistake from his side may result in flagging of that IP and that will effect your website too. In the extreme case, you may even get deindexed along with them. But this is extreme and i never came across such situation where in Google deindexed domain in bulk because they all are residing in one IP but IP flagging is common to come across.

The best way would be using Cloudflare or dedicated IP or using shared IP with reputed hosting service provider

When you purchase hosting, the reputation of that host matters a lot. If their IPs are listed somewhere then it may affect your ranking, email deliveries etc. Better to get hosting from a good well-known hosting provider.

Yes if you are worried about only hosting then I would recommend using Cloudflare which is having a good reputation and also it may improve your website speed...but that will not work while you send emails.
