Does Youtube favor regulated comment sections?

I´m missing out on so much enagement, but knowing how liberal and progessive these big tech companies are, I can´t help but speculate whether or not they would implement a favoring of videos with restriced comments to avoid "hate speech". What´s your experience, does it even make a difference?
