Does website speed really affect SEO rankings?

It helps in SEO because it increases user expreience thereby reducing bounce rate. When a user click on a site and the site takes time to load up, the user may leave the site because the site load up time is longer.

If the bounce rate of a site increases google might think that the content of the site is not interested enough there by downgrading the site.
