Much bigger influence is on UX - how will the user perceive a website that takes 10 or 20 seconds to load should worry you more than how Google will see it. In the era of super fast internet and websites and everything instant, you'll lose many potential visitors due to a slow website.

But I suspect that Google, after the launch of the RankBrain update, is probably paying more close attention to core web vitals like speed.
That's the bottom line.
You have to understand that given a choice between a slow-loading or laggy site and one that loads instantly, users will prefer the faster-loading site even if the slower site has better information or organization or delivers a better experience.
People can't be bothered; that's the reality.
So, yes, speed can be a factor only to the point it impacts user experience.

There's a distribution network.
You can use AMP for mobile.

Yes, but it's a secondary ranking factor. If you are equal in all other things the slower site will rank lower. If you have more links and better content then you will still rank higher if you are slower, but only to a certain degree, they aren't going to put super slow or non-responsive sites in their search results.

Slow website is 1 minor metric but it can cause a domino effect if left untreated.
