take a closer look at their web 2.0 backlinks, and see how old they are. I doubt you will find that many sites with top ranking with fresh web 2.0 backlinks.
you will get much more mileage from guest posts and PBN

They still can do the job for low-medium competition keywords while pointing to some buffer sites,
What you should do is to create a few manually built web 2.0s with multiple pages/posts, about us/contact/privacy pages, custom design & decent long-form content, etc...
Let them age for at least a couple of weeks before linking to your website
Therefore, you can use these web 2.0s as buffers and spam them using lower quality web 2.0s (& similar links) automatically made by some software like Rankerx
Just make sure to invest in some decent content for both of the tiers and find a good way to get these links indexed

Maybe they can help if you use them as tier 1 and after that, you empower it with tier 2 and tier 3 links. Maybe I'm wrong but it is my opinion. It all depends on quality and age.

Everything is depend on you, how you build them, if you build them like spam site then google we see them like spam site,
if you build them like proper site, proper structure, all necessary pages, unique content etc. then they will definitely help you.
Most people use Web2 as a link filter, put them between cheap links and your money sites.
so overall its depend on how you build your network.

Works, just create long articles + build links.
Stick to your web 2.0 as to PBNs, post at least once a month, that you will see some results.
