I've heard somewhere that google will assign more value to visitor behavior in the future. And the bounce rate from traffic exchanges is pretty high, so I think it could have a negative impact as well?
I just started a link building campaign and my question is: should i send traffic from traffic exchange websites because i was thinking if no traffic and yet i get backlinks that would look a bit fishy in google's eyes, what do you think? thanks
It would not look fishy if you get backlinks first and then traffic. You build backlinks from the start, once you have enough backlinks and you can rank a certain keyword, then the traffic comes. How can you get traffic when no one knows your site? And that is why we build backlinks.

You are right. If there is no traffic on the money site then all the links would be considered spammy. Google loves genuine SEO and with a wish to look natural, first get traffic and then do link building, as it ensures real traffic has made these links.
