Does This Form of Hoplink Sets A Cookie?

I have a vendor that can be linked via a normal hoplink and also a with strange hoplink structure I've never seen before, it looks like this:
www(dot)vendeorwebsite(dot)com/cb?cb=AFFILIATEID

1) does this form of linking sets a cookie and works like a normal hoplink?
2) how can I add a tracking id to it?
