scraping is ok with public proxies but for commenting you should use private.

You're able to run scrapebox 24/7. If you use a service you aren't able to have it constantly run. Plus, if you own it you can afford to blast your tier 2 backlinks even. As for public proxies, they are most certainly going to bring your comment to moderation on most blogs with basic comment spam options enabled. A private proxy collection likely wouldn't get blacklisted.
If you know where to look you can use "public" proxies anyways.
