You build a website and you link to a niche related authoritative website, google spider crawls and figures out what your website is about. That's the theory. Is it good for SEO?

Yes it does, however the ratio of outbound to inbound will also be important. Otherwise, spam or adult sites could gain rank in a similar fashion.
