Does it matter what time I start my ads?

During the testing phase, with Facebook and/or TikTok, does it matter what time I start running my ads? I see everyone suggest midnight, but as long as I give them a full 24 to 48 hours, can I start tests at 4am to 6am? Should I not do so?
 
In My Opinion,
Morning : 7 to 9 am
Evening : 4 to 6 pm
Night : 9 to 11 pm
this is a best time for start running Ads.

Sure it does matter. If you are just using general time windows, the platform will place your ads randomly and burn your budget. (Same with email / contact form marketing). Run your ads when the target group is active.
