Hmm... Can I use/make a Google Voice (account) outside the US?
I remember as if they require an already existing US number to register.

You can create Google voice with US proxies.

Oh, I see.
Would datacenter proxies suffice or should I go with a static residential one instead?

DC should be fine. Residential is not cheaper.

google voice working fine with us residential proxy
for what? getting codes? or linking new accounts to google voice #s because i cannot link a new account to voice #s only get codes to previous linked accs.

Hmm... What do you mean? I haven't tried it yet but can't I use Google Voice to receive verification SMS for my "restricted/locked" accounts?
I read that Google Voice passes incoming calls to your (other) registered phone number (the one used for creating the Google Voice account). That seems to be the only possible downside as Twitter can ask for call specific verification time to time (without giving you the freedom to change the phone number on the go).
My intent is to use the phone number on minimum of 3-5 accounts. As that seems to be the sweet spot.
it does not work. i get the error "operator not supported"

Seems so. I have seen some other posts about them now (or recently) started to blocking VoIP numbers (etc.).
Still, thanks for the heads up.
