Of course it works. I manually outreach website owners to get guest posts from. PBNs might get you ranked fast but they are highly risky; if google finds out what you're doing your blog/website is toast/can get penalized.

guest posting is still working for me when the sites are genuinely relevant and have real readers I'd rather build a few strong editorial links than chase large numbers of low quality backlinks as the results tend to last much longer
