I have heard people say the same thing. But never really got a straight answer. Does anyone here who spent 10k+ actually notice faster reviews or fewer limits or is it jut talk?

Ads account with long spending does not minimize restrictions or build higher trust, facebook does not care. I will say its a myth

I have encountered this problem and I think it is true because the account that has spent a large budget has achieved high trust from facebook.

Accounts that spent big seem to get slightly faster reviews and fewer restrictions but it’s never guaranteed and can still vary a lot
 
Yes of course, because that account will bring better profit for FB. Faster process, easier to active the campaign, can request a review to make rejected ads active again but not take too much time. But do not spam ads which violated FB policy several times ya, it will make the account gonna worse day by day.
