They could have a blacklist of dropshippers and they could use some automatic process to keep updating it. Who knows? charge legally:: may be yes, may be no... can be very possible if they feel their business is put to great risk by anyone from anywhere... They could have highly-paid legal pros, may be sitting idle ATM, who could be undergoing an 'itching' now. lol
You are asking a few different things, so I am not sure what you are ultimately trying to understand.
If you use paypal to ship, and you use another address "will they know" - yeah but it will be an address you put into your paypal account. If you don't ship through paypal, how will the company know? Its not like you ship to the company, you are shipping to the buyer. Not sure what it really matters...
But what are they going to "charge you legally"? For shipping from a different return address on a label? Not sure I fully understand what you want to know.
